Frank Mooney has been working to advance the availability and quality of affordable housing since 1980. As the President of Wesley Property Management Company, LLC, he is responsible for the strategic leadership of Wesley Housing's properties.
Mr. Mooney is experienced in all phases of multifamily apartment administration, property management, and asset management. He is especially well versed in the mechanics of multiple federal housing subsidy programs and the development of financial partnerships for managing affordable housing, purchasing and rehabilitating multifamily properties.
During his 34 plus years in the affordable housing industry, Mr. Mooney served as Vice President and Regional Asset Manager at Transom Development, a development company and wholly owned subsidiary of Sun Trust Bank; the Director of Asset Management at the Community Preservation and Development Corporation in Washington,D.C.; Director of Asset Management for Christian Relief Services; Vice President for The Foundation for Affordable Housing Solutions; and Senior Asset Manager for Capital Management Strategies and Capital Realty Investors. Mr. Mooney is a graduate of Radford University.

Lisa Davis joined Wesley Housing in March 2010. Ms. Davis brings a wealth of experience in affordable housing through her 23 years in property management. She has a solid background in HUD, LIHTC and market-rate conventional sites. She is skillful in managing people, processes, and budgets and possesses thorough in-depth knowledge in government-assisted programs. She is tax credit certified through the National Association of Housing Management and the National Association of Home Builders, receiving the Specialist in Housing Credit Management and Housing Credit Certified Professional designations. She has also received her Certified Occupancy Specialist designation from the National Association of Housing Management.

Tikia Johnson has more than 10 years of experience working in multifamily property management. Ms. Johnson has a background in affordable and market-rate conventional property management, which brings a wealth of knowledge and skill in areas such as multifamily apartment administration, asset management, compliance, and government housing programs. Ms. Johnson has a Master’s degree in Human Services Counseling and holds accreditations from the Institute of Real Estate Management as an Accredited Residential Manager (ARM) and National Center for Housing Management as a Tax Credit Specialist (TCS). Ms. Johnson oversees a portfolio of affordable housing communities located throughout the Virginia and Washington, DC area.

Elayne Williams has 15 years experience in multifamily apartment property management with a focus on compliance in affordable housing. Ms. Williams has obtained accreditation and specialized training as a National Affordable Housing Professional Executive, Specialist in Housing Credit Management and Certified Professional of Occupancy through NAHMA; Housing Credit Certified Professional through the National Association of Home Builders; Tax Credit Specialist, Management Occupancy Review Specialist, Certified Occupancy Specialist, and Fair Housing Specialist through National Center of Housing Management; Certified Credit Compliance Professional through Spectrum; Certified Apartment Manager through the National Apartment Association; and National Compliance Professional through The Housing Credit College.
Christopher J. Cherry
Chief Financial Officer
As Chief Financial Officer, Mr. Cherry is responsible for all accounting, asset management, payroll and administration functions at Wesley Housing. He provides strategic financial analysis and budget oversight for all affiliates and subsidiaries of the Organization. He has served in a variety of capacities within the affordable housing industry for the past 13 years, following 17 years in public accounting. He is a member of several industry associations including Strength Matters® and The Housing Association of Nonprofit Developers (HAND) and sits on the Board of Directors of The Boys and Girls Club of Anne Arundel County. He is a certified public accountant, a member of the American Institute of Certified Public Accountants (AICPA) and holds a bachelor’s degree in accounting from the University of Maryland.
